To Whom This May Concern,

For the past 10-years, it has been the privilege of Vanguard Coverage to have provided surety
bonds and SDI coverage on behalf of The Rinaldi Group, et. al., and The Rinaldi Group of
Florida, LLC (“Rinaldi”). In our opinion, Rinaldi remains properly financed, well equipped and
capably managed.

Rinaldi provides performance guaranties through a combination of bonding from Liberty Mutual,
an AM Best rated A surety and SDI from Lloyds of London, an AM Best rated A+ carrier through
Cove Programs, with a current aggregate limit $250,000,000 and the ability to provide Project
Specific SDI coverage on larger projects beyond program aggregate. Policy No. CC1800791-R.

As Rinaldi’s surety and SDI agent, rights are reserved to perform, as always, normal underwriting
at the time of any bond and/or SDI request, including without limitation, prior view and approval
of the relevant contract documents, bond forms, SDI contract language and project financing.
